**Pharmaceutical manufacturing is changing. While product quality and patient safety remain paramount, environmental performance is becoming an increasingly important measure of operational excellence. Wastewater management, once viewed primarily as a compliance obligation, is now recognised as a strategic opportunity to improve sustainability, recover valuable resources and reduce operating costs.**

Growing pressure to improve environmental performance, increasing focus on pharmaceutical micropollutants, rising wastewater disposal costs, water scarcity and evolving European legislation are encouraging pharmaceutical manufacturers to rethink how they manage wastewater across their facilities.

Recent developments such as the recast EU Urban Wastewater Treatment Directive (UWWTD) have accelerated discussions around pharmaceutical micropollutants and the role manufacturers play in protecting receiving waters. While the implementation pathway continues to evolve, the direction of travel is clear: wastewater management is becoming a key strategic consideration for the pharmaceutical sector.

Moreover, wastewater is increasingly recognised as a valuable resource that, with the right treatment strategy, can be cleaned, concentrated, reused and managed far more sustainably. No single treatment technology can address every pharmaceutical wastewater challenge. Instead, the most successful facilities adopt an integrated treatment strategy that combines biological treatment, micropollutant removal and water recovery according to the characteristics of each wastewater stream.

For manufacturers, this presents an opportunity to prepare for future environmental expectations whilst also reducing operating costs, improving water efficiency and strengthening long-term resilience.

### **Why Pharmaceutical Wastewater Presents Unique Challenges**

Not all industrial wastewater is the same and pharmaceutical wastewater is among the most complex with production processes generating highly variable wastewater streams that may contain a combination of:

- Active Pharmaceutical Ingredients (APIs)
- Organic compounds
- Solvents
- Cleaning chemicals
- Salts
- High chemical oxygen demand (COD)
- Difficult-to-degrade micropollutants

The composition of these streams can vary significantly depending on manufacturing processes, production schedules and cleaning operations. As a result, pharmaceutical wastewater often requires more sophisticated treatment than conventional industrial effluents.

At the same time, manufacturers face growing pressure to reduce environmental impacts while maintaining production efficiency. Wastewater treatment has therefore become more than a compliance exercise; it’s an opportunity to improve operational performance and support wider sustainability objectives.

### **Looking Beyond Compliance**

The recast **EU Urban Wastewater Treatment Directive (UWWTD**) has brought renewed attention to micropollutants and the role of pharmaceutical manufacturers in reducing their release into the environment. While the Directive primarily targets municipal wastewater treatment, it reflects a broader trend towards greater environmental accountability and more sustainable wastewater management across the pharmaceutical industry.

Forward-thinking organisations are already looking beyond compliance, recognising that investing in wastewater treatment can deliver wider business benefits, including:

- Lower wastewater disposal costs
- Reduced environmental impact
- Improved ESG performance
- Reduced freshwater consumption through water reuse
- Greater resilience against future regulatory change

Achieving these outcomes requires a treatment strategy that addresses the different challenges presented by pharmaceutical wastewater rather than relying on a single process.

### **Step One: Understanding the Wastewater**

Every pharmaceutical facility is different. Wastewater characteristics vary between sites, production processes and even individual manufacturing campaigns. For this reason, **successful wastewater treatment begins with understanding the wastewater itself**.

Following wastewater characterisation, multiple treatment technologies can be combined to deliver the most effective solution. Depending on the application, this may include biological treatment for micropollutant removal, advanced treatment processes, evaporation technologies, water recovery and reuse systems.

The objective is not simply to achieve compliance, but to create a treatment strategy that improves efficiency, reduces costs and supports long-term sustainability.

### **Step Two: Establishing a Robust Biological Treatment Foundation**

For many pharmaceutical manufacturers, biological treatment forms the backbone of wastewater management. Selecting the right biological process depends on the characteristics of the wastewater, site constraints and the overall treatment objectives, whether that's achieving discharge compliance, improving treatment performance or preparing for water reuse.

Two of the most widely adopted biological treatment processes for pharmaceutical wastewater are Moving Bed Biofilm Reactor (MBBR) and Membrane Bioreactor (MBR) technologies. Each offers distinct advantages depending on the characteristics of the wastewater and the site's treatment objectives.

Veolia’s [**AnoxKaldnes® MBBR technology**](https://www.veoliawatertechnologies.ie/solutions/technologies/anoxkaldnes-mbbr) uses thousands of specially engineered biofilm carriers that provide a protected environment for microorganisms to grow. These biofilms efficiently break down biodegradable pollutants while offering excellent resilience to fluctuations in wastewater composition and loading. Its modular design and compact footprint make MBBR particularly well suited to pharmaceutical facilities looking to increase treatment capacity or improve biological performance without replacing existing infrastructure.

![](https://blog.veoliawatertechnologies.ie/hs-fs/hubfs/undefined-Jul-24-2026-09-11-48-6125-AM.jpeg?width=649&height=442&name=undefined-Jul-24-2026-09-11-48-6125-AM.jpeg)

For pharmaceutical facilities, MBBR offers several important advantages:

- Stable treatment performance despite varying production schedules.
- Compact reactor footprint.
- Straightforward integration into existing treatment plants.
- Excellent removal of biodegradable organic matter and nutrients.
- Reduced operational complexity compared with many conventional systems.

Where water reuse is a priority, Membrane Bioreactor (MBR) technology offers an alternative approach. By combining biological treatment with membrane filtration, MBR systems produce a consistently high-quality effluent with very low suspended solids and bacterial content. This makes MBR an ideal upstream process for advanced polishing technologies such as reverse osmosis (RO), enabling pharmaceutical manufacturers to recover and reuse water while reducing freshwater demand.

Rather than competing technologies, MBBR and MBR address different operational objectives. The most appropriate solution depends on each site's wastewater characteristics, treatment goals and long-term sustainability strategy. In many cases, they form part of a wider integrated treatment train that may also include targeted micropollutant removal and water recovery technologies.

### **Step Three: Targeting Pharmaceutical Micropollutants**

While conventional biological treatment is highly effective at removing biodegradable organic matter, certain pharmaceutical compounds and trace organic contaminants are considerably more persistent. Their molecular structures can resist degradation within conventional biological treatment systems, requiring enhanced biological processes specifically designed to target micropollutants.

Built on Veolia's proven AnoxKaldnes® MBBR platform, [**eXeno™**](https://www.veoliawatertechnologies.ie/solutions/technologies/exeno) has been specifically developed to enhance the biological degradation of pharmaceutical micropollutants using carefully selected microbial populations within a Moving Bed Biofilm Reactor process.

Rather than relying heavily on chemical oxidation processes, eXeno™ uses naturally occurring biological mechanisms to improve the breakdown of difficult-to-degrade pharmaceutical compounds. The result is improved removal of pharmaceutical residues while maintaining a sustainable, energy-efficient treatment process.

By enhancing the biological degradation of persistent pharmaceutical compounds, eXeno™ complements conventional biological treatment and helps manufacturers achieve higher levels of wastewater performance without relying solely on chemical treatment processes.

### **Step Four: Recover Water Instead of Paying to Dispose of It**

Across the pharma industry, many manufacturers continue to pay significant costs transporting concentrated wastewater for off-site treatment or incineration. While often considered unavoidable, this approach represents both an operational cost and a missed opportunity to recover valuable water. For sites generating high-strength or difficult-to-treat wastewater, evaporation can significantly reduce the volume requiring disposal while recovering clean water for reuse within the facility.

Veolia's [**EVALED™ evaporation technology**](https://www.veoliawatertechnologies.ie/solutions/technologies/evaled) enables pharmaceutical manufacturers to significantly reduce wastewater volumes while recovering high-quality water for reuse.

Using vacuum evaporation, clean water is separated from dissolved contaminants. The recovered distillate can often be reused for non-product applications such as cooling towers, boiler feed or other utility processes, depending on site requirements.

Meanwhile, the remaining concentrate represents only a fraction of the original wastewater volume, reducing disposal, transport and incineration costs.

![](https://blog.veoliawatertechnologies.ie/hs-fs/hubfs/undefined-Jul-24-2026-09-11-48-8482-AM.jpeg?width=1280&height=719&name=undefined-Jul-24-2026-09-11-48-8482-AM.jpeg)For many pharmaceutical manufacturers, this delivers multiple benefits:

- Lower hazardous waste disposal costs.
- Reduced wastewater transport.
- Water recovery for industrial reuse.
- Lower freshwater demand.
- Improved resource efficiency.
- Support for Zero Liquid Discharge (ZLD) strategies where appropriate.
- Reduced carbon footprint associated with wastewater management.

**Wastewater is no longer simply something to dispose of - it can become an important part of a site's circular water strategy.**

### **Optimising Existing Wastewater Assets**

For many pharmaceutical manufacturers, the answer isn't replacing existing wastewater infrastructure - it's enhancing it. Technologies such as AnoxKaldnes® MBBR can increase biological treatment capacity within existing tanks, MBR systems can enable higher-quality treated effluent for reuse, eXeno™ can strengthen micropollutant removal, and EVALED™ can be introduced downstream to reduce disposal volumes and recover reusable water. This phased approach enables facilities to improve performance while minimising disruption to ongoing production.

### **An Integrated Treatment Train for Pharmaceutical Wastewater**

No single technology can solve every pharmaceutical wastewater challenge. Instead, the greatest value is achieved when complementary technologies are combined into an integrated treatment train designed around the characteristics of each wastewater stream.
![Your paragraph text](https://blog.veoliawatertechnologies.ie/hs-fs/hubfs/Your%20paragraph%20text.jpg?width=1920&height=1080&name=Your%20paragraph%20text.jpg)By combining these complementary technologies, pharmaceutical manufacturers can improve treatment performance, reduce operating costs and develop more resilient, future-ready wastewater strategies.

### **Looking Beyond Compliance**

Environmental regulations will continue to evolve but the most successful pharmaceutical manufacturers are no longer investing in wastewater treatment simply to remain compliant; they are investing because wastewater management has become an opportunity to improve operational performance, strengthen ESG credentials, reduce water consumption and unlock long-term cost savings.

Recovering water for reuse, reducing waste volumes, minimising hazardous disposal and improving treatment performance can all contribute towards corporate sustainability goals while delivering measurable operational benefits. Importantly, these improvements also strengthen resilience by reducing dependence on freshwater supplies and helping organisations prepare for future environmental expectations.

Ultimately, those who begin planning today will be better positioned to respond to future regulatory expectations while creating more efficient and sustainable manufacturing operations.

### **From Compliance to Competitive Advantage**

The future of pharmaceutical wastewater treatment is not about adopting a single technology - it's about developing an integrated strategy that reflects the unique characteristics of each facility and supports long-term operational, environmental and commercial objectives.

By combining proven biological treatment, targeted micropollutant removal and water recovery technologies, pharmaceutical manufacturers can move beyond compliance to reduce operating costs, improve water stewardship and build more resilient manufacturing operations.

At Veolia, we work with pharmaceutical manufacturers to understand their wastewater challenges before recommending the most appropriate treatment approach. From wastewater characterisation and process optimisation through to biological treatment with AnoxKaldnes® MBBR, enhanced micropollutant removal using eXeno™ and water recovery with EVALED™, our focus is on delivering practical, integrated solutions that create lasting value.

As environmental expectations continue to evolve, the organisations that succeed will be those that view wastewater not as a cost to be managed, but as a resource to be optimised.
